With the deepening of population aging, seniors' increasing demand for health has also made them targets of unscrupulous elements. Various health scams have emerged in innovative forms, from free egg-induced offline health lectures to online live broadcast promotions of "miracle drugs." These not only infringe upon the elderly's property rights but may also delay their medical treatment. In-depth analysis of the causes of scams, combing government regulatory measures and achievements, and facing positive changes are essential to build a double defense line for the "silver generation" against both health and property risks.

I. Multiple Contributing Factors Make Seniors Targets of Health Scams

The frequent occurrence of health scams targeting the elderly is not caused by a single factor but by the combined effect of health anxiety, emotional deficiencies, cognitive deficiencies, and regulatory loopholes.First, health anxiety is accurately exploited. With aging, chronic diseases are prevalent. Many seniors lack judgment regarding "radical cure" and "anti-aging" slogans. They are easily deceived by false propaganda such as "anti-aging miracle drugs costing less than 50 yuan but priced at tens of thousands of yuan," and even believe that health products can replace medications, posing health risks.Second, emotional deficiency becomes a breakthrough for scams. Nearly 70% of defrauded seniors live alone. Due to the lack of companionship from their children, scammers build trust through warm gestures such as accompanying them in chats, adopting them as "godchildren/ goddaughters," and helping with household chores. Thus, seniors are willing to spend money for this "sense of being cared for."Third, there are obvious cognitive and information barriers. The elderly have insufficient media literacy, making it difficult to distinguish pseudoscientific terms like "quantum energy" and "stem cell therapy." They remain vigilant against new forms of fraud such as private live broadcasts. Moreover, they are unfamiliar with anti-fraud tools like querying "blue hat" logo identification, leading to misdirection by false information. In addition, insufficient supervision on some platforms and the inadequate supply of regular health services provide room for the proliferation of scams.

II. Multi-party Joint Efforts: The Government Builds a Comprehensive Anti-fraud Regulatory System

To address the chaos of health scams, multiple government departments have jointly introduced a series of measures from source prevention, special rectification, and publicity and guidance, constructing a comprehensive regulatory system.First, strengthen source governance and special rectification. The State Administration for Market Regulation has launched special campaigns to combat false propaganda in elderly-related medicines and health products. It focuses on key scenarios such as "expert free medical consultations" and "free experience investigations," investigates and punishes illegal acts such as false propaganda and price fraud, and promotes the establishment of a key supervision list for elderly-related consumption. It also conducts regular inspections of high-risk venues. Departments such as public security and procuratorates have intensified the crackdown on elderly-related illegal and criminal activities, urged the implementation of regulatory responsibilities through public interest litigation, and created a "zero-tolerance" deterrence effect.Second, improve the regulatory mechanism and rights protection channels. Various regions have innovated regulatory models. For example, Jian'ou in Fujian Province has implemented a work approach of "comprehensive investigation, whole-chain strict management, and national publicity and education." It has established a key monitoring account book, unblocked complaint and report channels such as 12315 and 12345, and broken the "last mile" of clue discovery. At the same time, it promotes the establishment of green channels for elderly-related consumption disputes and sets up cooling-off periods for large-value prepaid consumption to provide convenient support for the elderly to protect their rights.Third, enhance science popularization and awareness-raising. Implement the responsibility system of "who enforces the law and who popularizes the law." Using festivals such as "Respect for the Aged Month" and "March 15" as opportunities, it carries out community lectures, online push articles, and exposure of typical cases to decompose scam routines and improve the elderly's ability to identify and prevent fraud.

III. Remarkable Rectification Results: The Health Consumption Environment for the Elderly Continues to Improve

After continuous rectification, the chaos of health scams targeting the elderly has been effectively curbed, and regulatory achievements have gradually emerged.Since the special rectification, various regions have handled a number of typical cases. For example, Tianjin has handled a private live broadcast false propaganda case with an involved transaction amount of over one million yuan, which has effectively deterred illegal elements. Jian'ou in Fujian Province has handled a total of 4 related cases, recovering more than 17,000 yuan in economic losses for the elderly; Linyi in Shandong Province has handled 172 illegal cases with an involved amount of over 90 million yuan, and the market order has been significantly standardized. At the same time, the supervision of health food has been continuously strengthened. Many regions have implemented improvement actions such as the "two inspections and two specializations" to require special-area sales of health food and setting up consumption prompts, so as to reduce misleading consumption in the circulation link. The pass rate of health food sampling inspections has remained high year after year.In addition, the regulatory technology has been continuously upgraded. Through advertising monitoring systems and online transaction monitoring systems, accurate identification of online and offline scams has been realized, effectively making up for the deficiencies of traditional supervision.

IV. Positive Current Situation: The Pattern of Multi-party Co-governance Takes Shape

Currently, there are many positive changes in the governance of health scams targeting the elderly, and a good pattern of multi-party co-governance is gradually taking shape.Socially, the supply of regular senior health services has continued to increase. Community health service centers and elderly care institutions regularly carry out health science popularization, gradually filling the gap in the elderly's demand for health consulting and reducing the living space for scams. At the family level, there is more companionship and communication between children and parents. Children actively help the elderly identify high-risk advertisements and live broadcast content, which has become an important line of defense for the elderly to prevent fraud.Technically, the responsibility of platform supervision has been gradually consolidated. The review of illegal acts such as "fake expert personas" and "exaggerated propaganda" has been intensified. Some platforms have optimized algorithms to avoid targeting high-risk content to elderly users.More importantly, the elderly's awareness of anti-fraud has significantly increased. More and more seniors have learned to refuse strangers' inducements, take the initiative to obtain health knowledge through regular channels, and the concept of rational consumption has taken root in people's hearts.

Guarding the elderly's "pension money" and "health dreams" is the common responsibility of the whole society. Although there are still remnants of health scams, with the continuous improvement of government supervision, the increasing warmth of social care, and the growing companionship within families, the "silver generation traps" will be gradually resolved. Only by continuously weaving a tight defense network and gathering multi-party joint forces can we enable the elderly to take fewer detours on the road of health preservation and enjoy a happy old age.
